Hitting the NORK missile on assent before the first stage separates close to or over Japanese Territory. It all falls into the Sea of Japan.

Japanese AEGIS Destroyers have SM-6 and SM-3 missiles that could intercept.

We haven't shot any of these missiles down because we knew they did not have a warhead. (they are watched 24hrs a day with satellites.)

Why give the enemy information on your defenses if you don't have to.

That's almost impossible to do unless you happen to be fairly close to the coast along a fairly narrow cone along the target missiles course. Much easier to intercept it in its later phases--you have more time and more tracking data.

You got a link? I remember him saying something like that about Guam and to my knowledge they haven't threatened Guam.
