#1. Invest in your facilities, preferably your OC football stadium
#2. Win your bowl games - A must
#3. Attendance over 30k will be acceptable, anything over the better
#4. Defeat your big name OOC opponents regularly
#5. Good basketball
#6. Good baseball
#7. Top notch uniforms
#8. Hot cheerleaders
Is there any G4 school that checks all the boxes right now?
I'd say there's no more than a couple of AAC teams that could claim to check all those boxes.
IMO, #1 / #3 are key. #4 / #5 are the next in line. If a school regularly gets to play in bowl games, they will inevitably win some.
#6 should say, again IMO, good third sport (baseball, lacrosse, hockey, soccer, etc.) - just something that stands out and is playoff or championship worthy (ex: Rice baseball).
#7 is not important for conference consideration but it should be! I would add school colors to this as well. The SEC fails at this - red or blue schools: Texas A&M, Arkansas, Alabama, Georgia, South Carolina, Mississippi, Mississippi St, Kentucky, Florida, Auburn. That's 10 schools either red or blue.

All that said, I don't know if the MWC provides any schools worthy of jumping into a third or fourth time zone unless its a mass multi-grab like New Mexico, Air Force, Colorado St, UNLV, Boise St, and San Diego St along with BYU and Army.
National: BYU, Air Force, Army, Navy
Pacific: San Diego St, UNLV, Boise St, Colorado St
Southwest: New Mexico, Tulsa, SMU, Houston
Gulf: Memphis, Tulane, Central Florida, South Florida
Atlantic: Cincinnati, Temple, Connecticut, East Carolina
