That was one of the most profound commentaries ever. Scott Adams can psychologically and sociologically see through everything, which is why Dilbert was such a great comic strip,

It is similar to Anti German American WW1 mass hysteria and when FDR put over 100,000 Japanese Americans
into concentration camps, however a lot of this reeks of manufactured hysteria, not organic.
