In the video he also mentioned that UAB has ~$400M in construction projects planned over the next two years (including thing already underway like the football facility and business school).

For UAB's purposes, that new 45,000 seat open air (seasonal) stadium makes sense. It just wants to get out of Legion Field and into a new state of the art venue and knows an OCS is not likely. If the MCC is lured away out of state (like the SWAC championship game) and the bowl game is relocated as well, that is not UAB's problem (except for possible rental adjustments).

UAB is not concerned with the city being able to attract major national conventions, major national interest sports events or major concerts year round regardless of weather. That is only a concern for the city of B'ham, and its status among its remaining peer cities (whoever those might still be).

UAB does need to concern itself with static state funding from the SETF which for 2018 is still about $500 million less than in 2007. All post secondary schools (2 & 4 year schools) receive a total of 30% of the SETF "pie" which has shrunk in the past decade. The medical side receives significant federal funding not available to the undergrad schools.

Perhaps we have become psychologically adjusted (as in Stockholm Syndrome) to living in the state that leads the nation in cutting public school funding (and UAB IS a public school) since 2007.
FACT: The 2007-2008 SETF budget was $6. 8 billion. The 2017-2018 SETF budget (highest in the last decade) is $6.3 billion (negative $500 million).
FACT: The SETF budget has been consistently divided 70% for K-12 and 30% for all Post Secondary schools [the state's 13 four year schools and the dozens of junior (aka Community) colleges (Jeff State has at least four separate campuses)].
FACT: The state's SETF budget provision for Post Secondary school has been static for several years. How has the UAB administration met this challenge to hold nonmedical undergrad school costs close to 2007-2008 levels? Can it depend upon annually "passing the hat among donors" to meet annual operating expenses? Will ignoring these funding deficits just because we are tired of hearing about them make them disappear?
