feasibility studies are based around a design ...someone lays a basic design and gives a estimate of the cost

little things can change but this is the general concept for the stadium (like closeness to field).. a different feasibility study will be needed if they went with a different design

and it shouldn't take 5-7 years it should be 3-4 years if usf is serious...from feasibility study to stadium it took UH 5 years, and it was only 5 because it was built over the old stadium and it was decided to wait for the 2012 season to be over before starting. it would have been 4 otherwise

and the information in that paper above says the money was converted to 2022 value, meaning that looks like the target date..thats just 4 years away

TAMPA — Emphasizing they're very early in the process, USF administrators indicated Tuesday they're exploring four sites on the campus' southern end for a possible on-campus football stadium.

Athletic director Mark Harlan discussed the school's "Football Stadium Conceptual Planning Study" with Calvin Williams, USF's vice-president for administrative services (and a civil engineer). The two said USF looked at 14 other stadiums around the country to get the best perspective of what kind of facility would work best for the Bulls.

"I want to make it really fundamentally clear to everybody … that this is the first step of many steps," Harlan said.

The basics of the 41-page report: The sites are located in two "zones," all bordering or near Fowler Avenue. Projected capacity is 40,000-50,000. Expected costs are roughly $200 million in today's dollars.

Williams stressed no educational or general state funds would be used to finance the facility. Student fees may or may not be another matter.

The site that initially appears most compatible with the stated criteria (i.e. parking space, visibility, immediate availability) are the Fowler Fields. Located just south of the Sun Dome, that area currently is used for intramural contests and USF band practices.

"You're right, D checks off all the boxes," Williams said.

Harlan also said a Kansas City-based architectural firm — HOK — has been retained to explore the construction of an indoor practice facility within the structure of the existing football practice areas.

"I will say that we are fully engaged in this as well," Harlan said.

"HOK has been on campus more than a few times meeting with (Coach) Charlie Strong, his team, myself, my team to really talk about everything that's going on."

I also prefer the east Fowler area location. In the Athletic area, next to Alumi building. It does have the drawback of the smallest acreage size, but it's we're most USF fans always thought it would go.

Next step is the financial plans and that would give a better idea of how fast it could be built.

Lol. I just read through the entire study. USF makes clear they are looking at CSU's stadium. They listed all the stadiums they surveyed and mocked UCF's in the feasibility study as "the bounce house". Hahaha. So funny I literally lol'd.

Doubt it will happen. Looking at the $246M 2022 cost, with a reasonable "down payment" financing at 3.75% interest for 25 years would likely require monthly payments of between $1M and $1.2M. That's $12 - $14.4M per year, or approximately $1.7M - $2M per home game (assuming 7 home games per year).

According to the TB Times, in the new agreement to use Raymond James Stadium USF will pay "direct costs" + a ticket surcharge of 8% of the price of tickets sold (max $2.50 per ticket).

Direct costs for the lower bowl only (upper deck not included) are $172,000 for games with less than 24,000 attendance and $185,000 for games with 24,000 or more attendance. Assuming the max ticket sales surcharge of $2.50 per ticket, a game with 30,000 tickets sold would cost $260,000.

So, based on the estimated monthly payments above, USF would have to find an extra $10.2M - $12.6M EVERY YEAR in revenue/donations for a stadium at that price to be feasible. That's about 25% of their current yearly athletic budget.
