Okay, here is the idea. Schools like Boise State, Houston and several others who are always good against P5 schools would find a spot somewhere. There are too much money being left off the table. What he points out is the joke teams like Lamar, Presbyterian, Savannah State, South Carolina State and other teams like that. But, I do not think he meant teams that are strong that could play ball against P5 schools like Eastern Washington, North Dakota State, James Madison or Jacksonville State who had recent wins over P5 schools. But, playing Kansas is a joke game. Kansas is just as bad as Presbyterian when it comes down to winning.

I've been saying it since CUSA v1.....don't play any (then) BCS school unless they are at the top of their conference or at the very bottom of it - at least when contracts are signed. That way, win or lose, you don't PUT a BCS conference team in a bowl nor do you KEEP ONE OUT of a bowl. Make the middle guys play it out for 1 bowl slot instead of 2.
