Because the number of congressmen is based on population with a cap at 435. It's highly unlikely that even a state as big as CA wouild cause us to drop below the cap that would result in A reduction of congressmen

Apportionment Act of 1911

Congress can change the numbers of the House's members for the subsequent sessions by Act of Congress. This usually only happens after a Census though. If Congress minus the California delegation chooses not to remove their 55 delegates via a new Apportionment Act then by law those seats will be distributed to the remaining states based on the previous Census information and the state legislatures will have to draw new districts for the next election cycle.

I suspect Congress would quickly pass a new Apportionment Act to reduce the number at least temporarily so as not to cause election chaos.

As for the Senate, the loss of a state instantly results in a reduction by 2 seats. No new laws required since that's in the Constitution.

Fun fact: California hasn't decided an election since Hayes-Tilden in 1876 if I'm not mistaken. That would seem to indicate it's always on one side of a blowout, but taking it out of the US would basically keep the Democrats from winning what would be a close electoral victory today.

Either way, if Calexit became a reality I think you'd see the State of Jefferson become a thing. Maybe even see the Central Valley try breaking off too.
