Yes, it will destroy the refuge - high border wall, cleared space on either side, towers, lights all night. Most of the native habitat in the area is gone already.
And yes, without these refuges, the area is less appealing. And yes, nature travel contributes more to the economy than a one time border wall.

true. That's how almost all construction contracts are awarded. From a taxpayers perspective I appreciated the corp riding our butts. That's what they should be doing.

My experience, lowest bid gets thrown out quicker than the highest. I've never entertained those few looking for a lowball bid. Appreciate them telling me so I don't waste my time.
When I've had government show up on my jobs and try to tell me how to do them, I tell 'em to take a hike. I know my business. I tell them to inspect my final job and feel free to call me with any complaints then. I piss them off and am sure they look for things then. I don't give a damn. Never had a call. I know my business and have no need in anyone riding me. Nor will I tolerate it. Especially some government flunky that can't get a real job.
If you appreciate some government ****-up telling you how to do your job I don't know what to say.

We need a new immigration policy first. Preferably one that goes after the damned employers who keep hiring illegals. If they stop hiring them, they'll stop coming here in time.
We also need a path to citizenship for the ones here, and it doesn't have to be all of them. You can put qualifying factors on who becomes citizens and when. Get them on the legitimate payrolls and get them paying their required income taxes.
We are in total agreement on this issue. Like a lot of things government does...it puts a band aide on a problem instead of addressing the root of the problem. A wall is not necessary. Rational immigration policy is the answer.

USACE lets you do your job but they make sure everything is going according to spec. Nobody stood over my shoulder all day. In some cases they worked with me to help plan and coordinate work in the field. IMHO, they have very good QC measures. I didn't find it overbearing at all.
This was the Nashville District. I can't speak about all of the districts but I assume it was pretty standard operating procedure.

I live in the land of low bidders. I sell into municipal water wastewater plants. There are a bunch a freaking crooks in that particular industry.
