1. We need a balanced budget amendment. This will stop the continuing raids on SS -"IOUs".
2. We need to take the cap off of the SS tax on earned income. Not bragging, but historically I am done paying SS tax by May after bonuses come out if I had good performance in the previous year. I wouldn't mind if they continued to take out SS all year provided that the money actually went to the SS system. The system now has me paying the same amount of SS tax as a Wall Street CEO making 100 million a year.
3. Clear up the dang fraud in all the SS splinter programs (i.e. The disability side of the program primarily).
4. Cut, or freeze, Annual increases.

2, No increase in monthly payouts.

3, Tax on all income.

4, Maximum monthly payout.

5, Incentivize contribution by allowing lower income earners to pay in 1-3% more to increase SS payout.

6, 2% Nationwide tax on Alcohol, Marijuana, and Tobacco sales. This would go directly to SS repayment.

7, 10% tax on work visas.

8, .001% tax on a Kilowatt of electricity generated. This would go into repaying SS and would end when debt is repaid.

9, 5% tax increase on all Oil and Natural gas exports. This would go into repaying SS and would end when debt is repaid.

9 is unconstitutional. Others are worth discussing.

Until someone jumps in and says.. you can't favor one system or another with this section of tax money.

Again, take a look at what's happened with lottery ticket sales. Most every state that allowed them specifically said it was to be set aside in their various "education" funds.. What happens? The money ends up in the general funds for the various states where everyone and anyone can get their hands on it.

If and ONLY if the rate that is collected is dropped down.

That one I'm not so sure about... If you can get the marijuana tax in, then no to an increase on the gasoline tax. If you can't get the marijuana tax, then maybe.

Again, to me its simple... Privatization (or partial privatization)

#5 on hawg's would be interesting... but again with #2, I can't see people being incentivized of someone putting 1-3% more in?

It would simply increase the size of the congressional slush fund that SS has developed into.

Simply #2 (without a full pro rata increase in benefits), #3, a raise in the retirement age from 68 to 70 and limiting increases to CPI inflation instead of wage inflation would pretty much solve the problem. Its not a big deal if you do these things quickly.

Now Medicare is a totally different issue.
