"The Toby Effect"
With Toby Barker's decisive win in the mayoral race and the general era of good feelings, one has to wonder what impact this will have on USM:

1. Will his term mean more forward thinking projects like "the District?"
2. Will the university and city/county be able to renovate the Green House as a joint endeavor? (See ULL's model for the Cajun Dome.)
3. Will crime and public services improve, thus helping the university's image?

#1 priority needs to be improving HPSD to where middle class families (white and black) can move back in the city proper and actually feel OK about sending their children to the schools here. Most people can't shell out 6-7k per kid to PCS/SH. It's pretty bad that a city with our resources has worse schools than places like Leakesville and Richton.

One good thing that has happened- all city department head positions have been posted. The current department heads can reapply. If Toby is smart, they will all be told to hit the bricks.

Been told the Fire Chief will likely retire, the cesspool that is HPD as well as other departments need to be rebuilt from the ground up.
