Revenues might be technically correct, but very misleading since it seems to be REALLY expenditures.
[So we are REALLY talking about expenditures and that includes the value of scholarships]
Revenues are income + budget transfers needed to 'balance the budget.' "Phony revenues".
In the case of EMU, it appears the budget amount is 30M and 6M is true income from all sources.
I have reason to believe that the true hard dollars in that 30M is really around 18M. Believe the rest could be scholarships, etc. which don't require a cash payment.
If my understanding is correct, EMU spends 18M in hard dollars and receives 6M from the MAC (including CFP, basketball playoffs, ESPN rights), road game guarantees, donor funds, etc. etc.
IF my understanding is correct, EMU has a net cash shortfall of about 12M + the value of tuition scholarships which doesn't require cash payment. (I see no reason why athletics, biology, chemistry, psychology, etc. needs to be charged back to the department for whatever tuition scholarships the university gives. I see it as a university wide budget expense. Universities today give tons of scholarship monies to offset the high cost of higher education.).
