So Trump proposes a travel ban against a small number of countries while means are developed to better vet those wishing to come to America. This is to protect Americans from radical extremist ideology and acts of violence and terror against U.S. citizens.

California proposes a travel ban on its own citizens to prevent them from leaving their state using state money. They restrict travel to those states with which they disagree ideologically.

Which of those bans is more akin to this:
