My opinion is that many of UT's troubles can be traced to low rankings by US News and World Report, the bible for college rankings. Fair or not, potential students, parents, faculty members and even donors make decisions based on that publication.

Many of the statistics going into the rankings are based on the type of students you accept. GPA's, test scores, % of applicants admitted and eventually graduation rates can be traced back to who's in the freshman class.

One simple method to increase UT's reputation is to stop admitting so many students with low GPA/test scores. Many want Toledo to bring in freshmen who are unqualified because it is an urban university. I'm not certain what good it does any student to put them in a situation where they will likely fail.

Those bottom 10% of admitted freshmen are what kills UT on the USN&WR metrics. I say, tell the poor student to go a community college for one year to prove they can do the work. Yes, it will hurt total enrollment in the short term, but UT's reputation will grow and eventually enrollment will also.

It is not a state requirement, but UT policy set by their Board to be open enrollment. And yes those students have huge impact on UT national rankings as they drag down HS GPA and the six year graduation rate. But those several hundred students also are important revenue and not enrolling them would have big negative impact on enrollment. There needs to be a better plan to move away from open enrollment over time and also push the state to allow UT to create a regional campus to direct those students (which is what all the other large to medium size public 4 year colleges in Ohio do)
