Yep, which is why any law that removes from medicaid those that should have never been on medicaid is a good thing.

Medicaid and Medicare, despite paying so low that many doctors were declining it, were about 7 years from collapse before Obamacare. It is supposed to be a self-supported program, but it is insolvent. Obamacare made the situation worse.

Medicaid should not be a program in which a person qualifies forever. Implement something like 3 years of benefits max, and be done with it.
