There are some women leagues going on. Canada schools have a club for women football right now. There is the sexy clad women's pro arena football league that MTV seems to show on one of their channels as well. There seems there are a lot of women and girls want to play. Adams State is going have a place kicker on their men's team this fall. Colorado did have had a lawsuit against them when they had a woman on their team as a place kicker more than 10 years ago when Joey Klatt was a QB for the guys on the team made sexists remarks. If they do win? I think we might see an all female football teams. We could also see an all women's wrestling programs and so forth.

It's weird this is coming up now. The championships for the Women's World Championship football game (as a part of the IFAF [International Federation of American Football]) between Canada and the United States is occurring tonight at 7:30PT 10:30ET. I'm 99% sure it's going to be livestreamed.

Maybe the answer to the Title IX issues and college sports participation issues in general is to have no more men's or women's sports but just have sports. No quotas, just the best athletes make the team. Women can play football if they play better than the men they are competing against for a spot on the roster. Same for all sports. Everyone has an equal opportunity according to their ability, not their gender.

Only that year's college graduates that aren't drafted can participate. They also try to get a good mix of graduates from every level of college football.

Is that the same if other countries or just a handicap to make the playing field more even

The championship game was team USA Vs team Canada. They both played football.
Japan Universities also have college teams.
China Universities just added the sport.
Australia also started tackle football at their universities.
UK, Germany, Austria and other European countries have club teams that could be full fledge sponsored sports.
The exhibition games every year had D3 vs the club teams of the European countries. All the D3 schools won. Even one that went 0-10 that year won their game in Europe.
There was one club team beat a D3 team one year.

Title IX literally says that schools receiving federal aid must satisfy the interests and abilities of females (the underrepresented gender) for participation in athletics programs.

That clears the way for a lawsuit to happen. So you either fight the legal battle, or figure out an agreement.

It's a handicap. Japan fields a team with players from the X-League, their semi-pro league, for instance. It wouldn't exactly be good for the sport's growth if the US joined and had Aaron Rodgers throwing dimes to Julio Jones over a bunch of weekend warrior Finns, after all.
