OK, but what happens when UCLA has to come to one of these states to play in the NCAA basketball tournament, like they did this year in Memphis?

The state allows for reimbursement to hosts set in place before June 2017 or whenever.

What you probably won't see going forward is the NCAA awarding Memphis hosting sites.

They already preemptively barred a populous state like NC from hosting in fear of what California has done.
