Click bait headline.
They do mention in the story that it's impossible at this time for a state to file and that congress would need to change the constitution, etc.
The rest of it is the oldest of old news citing numbers, how we got this way and so on and so on. Nothing new in this piece. Ignore it.

If every county in the state declares bankruptcy, would that work?

Seriously.

Not often, but a while back I recall that I went to another county to save a couple % on the Sales Tax of a major purchase. Appliances or big TV at a Best Buy I think.....
This also happened with New Car purchases until the state figured out to tax you based on your address not the Dealers.

Did you ever think in your wildest dreams you'd ever see folks, just trying to provide for their families, having to cross to another county to buy beverages so they could save a decent amount of $$.....

Why stop there.
5 cent tax per every ounce of beer.
10 cent per ounce on wine.
$5 tax on a pack of smokes.
1 cent on every slice of bread. (Carbs-do it for the children)
1 cent on every bag of chips or cookies.
10 cent tax to use a shopping cart.

And don't forget these:
5 cents per bottle of water
7 cents bag tax to take your purchases out of the store

Very soon, look for the toilet tax in Chicago:
10 cents per piss (there will be a surcharge if it's a long one after drinking)
5 cents per turd (if over 4 inches, counts as two)

However, that toilet tax may be increased because they will have to hire toilet watchers to assess what you did and charge you the appropriate tax.

I wouldn't put anything past the Chicago shysters.

To discourage people from leaving Chicago, I predict they will put a tax on anyone moving out of the city. Seriously.

In principle I don't have a problem with some higher taxes on unhealthy things. It's just that it's sneaky and makes it harder to add up the total taxes, when there are so many, as mentioned above.

Cheaper to take a dump than a leak. Oh the humanity!

Actually, was quite the opposite about 20 yrs ago. Daley gave Chicago Housing Project tenants well over $1k (forgot exact #) to move to the suburbs. While inevitable, it sped up the white flight in the southern suburbs. They took it, were smart and moved to apt along bus and train routes. They , owners did section 8 to compound it. Just imagine that the situation could even be worse. Instead he tore many projects down, put some housing in and in other places he and his cronies got rich when they converted some land into luxory units. Rahm's just following along. the 100million they got on the parking meters lasted about a month I think. Shockingly, Daley went to work for the firm that negotiated the deal.
