Not convicted in the house. The house impeachment proceeding is more analogous to indictment. So it would be more appropriate to say indicted by the house.

The difference is Bill Clinton was convicted with a felony. Lying to a grand jury. He was punished by losing his right to practice law for 5 years. He was convicted by a three judge panel. Don't believe me? Look it up.
