Fool proof plan...

Step 1...take the Eastern portion of the state and secede from the rest of North Carolina.

Step 2...rename the school the University of East Carolina.

Now it's a flagship in a state all it's own.

The impetus for that would be the SEC offering ECU and the NC BOT forcing the Pirates to say no.
