To me that sounds article makes it sound like a deal has been reached, it just hasn't been approved by all the appropriate parties.

Actually no, i stand corrected. People really cared when Bush Sr said 'no new taxes' and there were taxes. But when ol' Bill got in office, lying became a regular thing and people got used to it. Remember... he did not have sexual relations with that woman...
