"Illinois today received the fiscal dividends of sorts from again blowing through a budget deadline: S&P Global Ratings dropped its view of state general obligation debt to one level above junk, and moved bonds issued by the Illinois Sports Facilities Authority and the Metropolitan Pier & Exposition Authority into the junk bonds bracket.

Later in the day, Moody's Investors Service followed with its own downgrade, moving Illinois GO bonds from Baa2 to Baa3. That, too, is just one level above junk.

The cause, according to S&P: "the severe deterioration of Illinois' fiscal condition, a byproduct of its stalemated budget negotiations, now approaching the start of a third fiscal year," the rating service wrote in a report. "In our view, the unrelenting political brinkmanship now poses a threat to the timely payment of the state's core priority payments."

Not making a political statement, but merely pointing out how the state's financial mess affects NIU. Most universities can float bonds to make capital improvements like upgrading football stadiums, but if Illinois were a person it would have a 400 FICO score.
