And who's picking up the tab if they do?

Even if you have a program that's comfortable playing in a venue that isn't their own, you can't ignore the operation costs.

Bringing this back to Chicago State, they can't pay their athletic staffers now. How do you take on more staff?!

How is this place still open in any form?

Some are run by the school for the extra sports or intramurals. Many schools sponsor club sports, and some of them do sponsor club football. Fort Lauderdale is a school run club team.
