The WAC expects to eventually lose UMKC, that is why they are working on a couple SoCal schools to move up.
I think in the long run the WAC will be better off without Chicago State and UMKC. Having a smaller geographic footprint will make it less difficult to attract one or two more D-II move-ups to follow in the footsteps of Grand Canyon and Cal Baptist, or possibly add current D-I schools like Sac State or Portland State if they should eventually choose to drop football.
There are several Lone Star schools that are hungry to move up. Some of them could built up to be FBS teams because of their stadium size.

Tarleton State was looking to go D1, but they have a stadium size of 7000.
Angelo State have the smallest of the Texas schools at 5600.
The smallest Lone Star conference stadium is Western New Mexico at 3000.
They were gaining two new members for football.
Oklahoma Panhandle State backing out to join NAIA.
New Mexico Highlands is joining their comrades of the other 2 New Mexico schools.
