Fit, read your own previous post. It's in the quote you posted. Yes, he congratulated the dude, but, IMO, the call was to keep the dialogue regarding Syria going. Turkey is vital to the US and Europe's plans for Syria. There's a much bigger play to be made here other than simply congratulation Erdogan. Erdogan may be a douche, but he's the douche we must deal with.
