The guy committed a robbery with a weapon and got out in 6 years. Maybe you should blame the state.

Like I said before, many of these clowns likely were on the run from Mexican police for various crimes. If captured back there they likely are beaten or worse. They cross the border and can blend in, especially in sanctuary cities where they can get by daily doing whatever they want until they kill or maime someone with minor repercussions .
