Not happening. It'd be good for us in the short term, but the long term effects would kill mid majors. If Jack were allowed to come back, mid major players would basically 'try out' for a high major program for a summer, stick around if given a scholarship, and if not, just return to their mid major with no consequence
I agree that the odds of Jack coming back are something akin to winning at powerball.
What I don't understand is how not taking Jack back would keep your scenario above from happening?
The NCAA would (I believe) have to grant Jack a special waiver to return to WM. If they did, there would be nothing stopping power conference teams from bringing in a handful of mid major 'transfers' every summer to give them a try out. If the mid major players weren't good enough for the power team, they would simply return to their old school with no repercussions.

This isn't a standard college transfer situation where the schools/NCAA hold sway. His obligation to the NCAA was satisfied as soon as he graduated from W&M. I believe that the only NCAA rule that pertains to his eligibility is if what he has done at Kansas counts towards his final year of eligibility. I personally don't believe it has. Was he even in summer classes?
My only question is where his head & heart are at. Does he still want to put in the work that basketball and grad school takes?

What is interesting to me about all of this is that we forget that Schlotman also left a year on the table. Two from the same class. Does anyone know where he ended up going to work? He said it was something that he couldn't turn down. Just curious.
