Perhaps. Trump tends to look at results and Bannon's have been fairly dismal. You don't get by just on sentiment or ideology in this White House.

The Muslim ban isn't a failure, it is merely being tied up in the courts by activist judges with a 80% overturn rate. That will resolve itself with time, and it's a shame that the left is content with putting American lives at risk in the mean time.

It is perfectly legit.

The problem is that Bannon did not implement it strategically, got the timing wrong, and didn't anticipate the lawfare.

That's why he lost face and influence.
