What tier would you put it in?
It's not in the same tier as the playoff and contract bowls. It's not in the same tier as the Capital One/Alamo/Outback Bowls in either payout or date. Hell, it trails the Texas and Holiday bowls in payout.

You've lost your ever-loving mind. Even the organization that puts on our Orlando bowl doesn't consider it to be at the same level as the Citrus. As for the "name" aspect of it.....what name? The Blockbuster Bowl? The Carquest Bowl? The time it assumed the former name of it's better sibling and was called the Tangerine? Champs Sports?
Hell, it was fitting when it was called the Russell Athletic. Both are cheap competitors for much richer and higher regarded entities.

If by clear standards the Russell Athletic/Camping World Bowl is clearly 3rd tier what standard does the Pinstripe Bowl join it in said tier?
It's a Pre-New Years bowl in a baseball stadium in a city that doesn't support college football. The absolute only fanbases in this country who consider a late December bowl in an open stadium with piss poor football sightlines as a reward are Syracuse and Rutgers.

Just "Camping World Bowl" does sound funny...!!
I wish every bowl would associate itself with a fruit or something and give the title sponsor the name above it so we wouldn't get so confused.
i.e. tositos fiesta bowl, ___ Peach bowl, ___ Orange bowl, ___ Cotton bowl etc...

I know that the payout stinks comparatively, but it is the game to which our number one non-NY6 goes (unless bumped up to the Citrus), and the opponent is the number two non-NY6 schools from the B12. That puts it on a par with the Citrus, which gets the number one from the B1G vs. a high pick from the SEC, and the Alamo, which gets the number ones from the B12 and P12. Hopefully, if the quality of available schools from the ACC continues to be solid, we can get a bump to a better bowl in the next round of contracts (perhaps the Outback or Citrus in years that the SEC gets the Orange Bowl bid). I believe the current deals for lower bowls run three more years.

When they first moved the game from Miami, they called it the Tangerine Bowl, after the former name of the Citrus Bowl. Aside from that year or two, this game has always just been named after the sponsor.

One problem with the Camping World Bowl is that it's played in the same stadium as the Citrus. That means it has to be played several days before New Year's. Of course, the Chick fil A Peach used to be the top non BCS game for the ACC, but it got bumped up to a CFP bowl. The Gator would seem like a natural fit, but we would need a quality opponent and ESPN has to make the TV money work.

Note: The semifinal Playoff games were held pre-New Years Day...does that make them 3rd Tier?
You don't attend a game in NYC because the locals may or may not be into the game...you are in freaking NYC and the game is just part of the attraction...
The bowl game pays pretty well and is in the same tier as the Belk Bowl, Sun Bowl, and either the TaxSlayer or Music City Bowl.
