Fortunately, it seems like as long as people aren't bunched up (like in Nice), they are pretty good at getting out of the way. Another attempt in Belgium last week didn't kill anyone.

Seems like all these guys are known to intelligence in the respective countries. Why isn't anything ever done to more closely monitor or arrest these people?

Intelligence doesn't have suspicions of you for no reason. I know if you arrest people without them having actually done anything illegal the cross the line into thought police, but in a world where Islamic terror is increasing, something has to change.

Proper intel deals with people before they do something. That differentiates it from law enforcement. The objective is not to preserve evidence in order to prevail at trial, but to prevent bad people from doing bad things. You don't care whether actionable intel can be admitted into a Court of law. You care whether it tells you enough to act on.
