It's the second part- about reviewing staff that's the big piece to me. Over the last several years the city operation has turned in on itself, getting less open and more defensive. DeKalb's always had a abnormally high % of cranky busybody types poking at things, but good towns figure out a way to harness that. DeKalb's hit or miss depending on the mayor and manager.
