Congressional leadership incompetence?
A couple of articles criticizing the Republican leadership for failure to get things done. The first contrasts with the states. The second discusses Ryan in detail.

Trump was elected partly based on he's supposed to be the bestest negotiator eva. Negotiate 60 votes to repeal Obamacare then.

With only 52 senators, republicans aren't going to be able to do anything except for the parts that can be handled through reconciliation. And that holds no matter how good a negotiator Trump is. He may need all those skills to keep his own party together.

Trump really doesn't need congress to fix most of the damage from the Obama administration.

Much of the damage Obama did was a result of his frequent use of executive order. Just like today's executive order on climate and energy, Trump can undo most of it with the stroke of a pen. Dems really didn't pass much legislation in Obama's 8 years.

Healthcare, judicial appointments, and the budget will require congresses attention. That's about it.
