Interesting snapshot of history. The way I interpret that exchange was Archie being confused by contradictory messages sent out by the Nixon/Ford White House vs the Carter Administration. Nixon and other economists during his tenure were under the belief that the role of the gov't and the Fed Reserve was to enact policies to achieve Full Employment. To achieve full employment, you need to ramp up consumption - a deference to Arthur Burns and his economic plans. Then with the inflation from pursuing full employment plus the oil embargo and you get the stagflation that caused "new territory" that the Keyensians could not solve. When this episode aired, I assume that Paul Volcker was Fed Chair by then and jacked up inflation rates to fight inflation - hence the need to sacrifice to cool down an overheated inflation scenario.
