You can double check this but I'm pretty sure the president is the ultimate authority on declassifying info. So if the pres says it, it becomes declassified.

He can declassify whatever he wants.

My guess is there are a lot of guilty parties and behind closed doors they are sharing what they know on one another to shut the other one up. Deal making. I think what scares them is Trump came up clean. Very scary for the rest of them. As Washington outsider, now president he can unlock everything?

This "news" is as relevant as last year's bird's nest. Wikileaks already made it clear that by one method or another, the CIA had been compromised. I do believe I even started a thread about it.
