I know this, whenever a city becomes a large, including per capita, provider of free/subsidized housing, homeless shelters, you will draw them in from others areas also. Where I live Covington Ky. we have the soup kitchens, drug treatment programs, cold weather shelters. Right across the river in Newport, they don't have this stuff, which is why all of the addicts and homeless people are clustered around here. They come over from Cincy, and as far away as Lexington and Louisville.
Poorer people should be encouraged to move away from expensive cities like NYC. It is a lot cheaper to build low income housing in cities not named NYC.

I hate that about Covington. I used to stay there back in the 80's when I had business in Cinci. I used to stay at a hotel right across the river from the Red's stadium. Next door was a restaurant called the glass menagerie which had a slanted glass wall looking out toward cinci and reds stadium. It was a beautiful area back then.
