More than likely folks from other countries get the passports. Can't imagine it's too difficult to someone of means to hop on an airplane, etc and grab oneself a passport.

$150,000 is not a lot of money to a varsity, or even a Jr. varsity as one may say, organization looking to illegally procure passports and visa.

Juan looking to get on for new gardener job in LA is not the target market for this fraud.
