Looks like improvements have been made, and things are working exactly as they should now, at Baylor.
An individual, who doesn't represent the university in a personal action, took it upon himself to commit a crime.
He was dismissed. Nothing more can be said, as far as Baylor goes.

If improvements had been made, there wouldn't be Baylor employees continuing to break the law and shine a negative light on the university and athletics program.

No university screens potential employees for "likelihood to commit a crime in the future".

Considering the fact that Baylor has now had two employees fired in the past month - both of whom were hired after Starr/McCaw/Briles were dismissed - for inappropriate conduct/behavior (Solicitation of Prostitute/Texts to Teenager), I'd say Baylor's current hiring process leaves a lot to be desired. Also, very few college universities and college athletic programs can even come close to the level of scandal and embarrassment that Baylor University has come into the past 15 years (between this scandal and the basketball scandal).
There is currently a federal lawsuit by several former female students against Baylor. The Southern Association of Colleges and Universities Commission currently has Baylor on probation for accreditation because of the scandal. The Big 12 is currently withholding revenue payments until it can be proven that Baylor is abiding by the conference bylaws and Title IX regulations.
In the past month, you have Coach Kim Mulkey instruct anyone who says they wouldn't send their daughter to Baylor to be "punched in the face." Defensive Back Travon Blanchard is suspended from the team due to a protective order against him from his girlfriend for verbal and physical abuse. In February, Wide Receiver Ishmael Zamora is shown on video beating his dog. Now, you have an athletic department employee fired for sending inappropriate texts to a teenager?
Yes, I'd say the situation at Baylor is still very much a work in progress, and that the university leaves a lot to be desired. Baylor can ill-afford to continue to have current employees, especially newly hired ones, to be dismissed for improper conduct.

To me this goes way beyond alleged or proven criminal activity to include sheer arrogance and chutzpah on the part of certain individuals. If you're working at Baylor right now why even take a chance that people wouldn't find out what you're doing.
This advances the argument for the Peter Principle quite well, though.
