2: Duke (FSU, UVA), UNC (Pitt, VT)

2016:
0: BC, UofL, NCST, Miami, UVA
1: FSU (CU), Cuse (BC), WF (NCST), UNC (VT), Pitt (UVA), VT (Pitt)
2: CU (FSU, Cuse), Duke (GT, UofL),
3: GT (Duke, Miami, UNC)
2015 (ND got hit by 3 ACC teams coming off byes this year):
0: BC, CU, UofL, NCST, Cuse, Duke, Miami, UNC, UVA

2014 and back is two-bye era due to conference game scheduling. 2013 and back adds Maryland. I was too lazy to go further, plus the data set changes due to the former.
Adding the last two years up you get:

Eight teams have had at least 6x less conference bye opponents (57% of the ACC).
Eleven teams have had at least 3x less conference bye opponents (79% of the ACC).
No other team but Duke comes within two byes of GT.
But it's just me being a conspiracy theorist amirite?!
