Congrats to him but if he wasn't considered a HOFer the first 9 times he was on the ballot what makes him a Hofer the 10th time?

Attrition.

That and the very real effect of a significant number of writers who don't vote for a player at all until x-number of ballots.

Maybe this?

Raines' performance dipped in 1982,[11] as he hit .277 with a .353 on-base percentage.[12] At the end of the season, Raines entered treatment for substance abuse, having spent an estimated $40,000 that year on cocaine.[11] To avoid leaving the drug in his locker, Raines carried it in his hip pocket, and slid headfirst when running the bases.[13] He used cocaine before games, in his car, after games, and on some occasions, between innings in the clubhouse.[14] Raines would later testify at the Pittsburgh drug trials, in September 1985.

I loved watching Tim as a kid. All due respect. But the baseball HOF is a joke. Raines and Bagwell make it while Rose, Bonds, Griffey don't? I guess coke and greenies are okay, but they draw the line at steroids.

Bud Selig is also going in this year. A joke.

Because the voting is done by a bunch of writers who've probably never played a sport in their lives. The fact that nobody in history has been a unanimous first ballot hall of famer pretty much says it all. Who didn't vote for Willie Mays, Hank Aaron and Ted Williams just to name a few?
