Computer Repair recommendations?

Computer Repair recommendations?
I'm trying to help my parents repair their laptop. It's a Lenovo, it received the Windows 10 OS recently. Now, when it starts up, the login screen blinks with a continuous "in progress" circle, and no ability to enter information or use an "F" key, or any keys (either as it is starting up, when the Lenovo screen appears, or at the blinking login stage).

They did not create a backup boot usb drive.

1) are there any possible solutions without going to a repair shop?

2) if not, what are your recommendations for repair vendors? Do any of them offer low cost, or free, diagnostics? (I suspect no, but want to ask).

Thanks in advance for your suggestions, or for merely reading this stuff.

do you have any usb devices attached to the laptop

hard drives or mice

i have had problems with windows 10 on a usb logitech mouse

i have to detach the mouse's wireless usb each time i reboot or windows hangs

Windows 10 loop of death, my desktop was there about 6 months ago.

Take it to Patton Computers. I know the owners wife, used to work for me. Theyll get it back up for you for a reasonable price.

Ok, yes, there's a wireless mouse. I'll suggest that to them. Also, it's hooked up wirelessly to ATT Uverse.

I have used KC's on summer several times, nice family run business. Sorry to say Patton was not for me as was Coopers, complete rip off.

a new windows 10 update version 14393.576 came out on dec 13, 2016

i just installed it and i did not have to detach my wireless usb mouse

You should be able to do "system restore" without taking it anywhere. There's a bunch you tube stuff to show you how.

Thank you for the response! If that's the F8 process during startup on W10, it didn't work; nor did my folks create a usb bootup drive prior to problem.
