Portland adopts a ceo compensation sur-tax to fight wealth disparity

The surcharge, which Portland officials said is the first in the nation linked to chief executives’ pay, would be added to the city’s business tax for those companies that exceed the pay threshold. Currently, roughly 550 companies that generate significant income on sales in Portland pay the business tax.

Under the new rule, companies must pay an additional 10 percent in taxes if their chief executives receive compensation greater than 100 times the median pay of all their employees. Companies with pay ratios greater than 250 times the median will face a 25 percent surcharge.

That also. City council could have passed a law that the more a company increases average pay, at targeted companies, then they decrease that companies payable city tax. Or just leave them alone.

I doubt you will see many companies leave. What you will see is this will have an effect when corporations are deciding between expanding to Portland and say Denver.

I represent a company in Hillsboro, OR which is right outside Portland. My first trip there we went to a few bars before we ate dinner and I knew Oregon is liberal, but it was far more liberal than I imagined. Fortunately the owner of the company I deal with is at least middle of the road, which up there is probably considered far to the right.

Ways in which I can, off the top of my head, easily think of to defeat this law:

1) Deferred compensation
2) Non-liquid short term compensation (healthcare, car, chauffeur, etc)
3) Non-liquid long term compensation (stock)
4) Shell companies
5) Non-salary compensation (bonuses ... and lots of em)


There ... five right off the top of my head.

I predict the only people who pay this tax are people trying to brown nose progressives to get their business.

Car dealerships aren't usually owned by the manufacturers.. so depending on the law, probably not. Tesla owns theirs, which is why they have issues in Texas

Lots of correct information in this thread though.

Portland isn't home to many major corporations and IS home to lots of very small companies... and that's how they like it.

The problem is that most 'major' cities are defined by their major industries and there IS value in 'size'. I wouldn't be surprised to see the Trailblazers leave. Yes, the players make millions as do the owners, but lots of their employees don't. Of course there are ways around that... you simply 'incorporate' only the players and executives and then 'outsource' the other jobs.
