Well he did grow up in a housing project, so he probably knows more than most folk.

I'm not thrilled with this pick because Carson could have a much better role in the HHS sphere. But... I could see him doing a good job here.

The public overrates the impact of low-level cabinet secretaries imo. The big ones like State and Defense are undoubtedly in the president's "inner circle" of aides and hold a decent amount of influence, but when you get to the likes of HUD for the most part they're just administrators who do what the president wants. With how much power the president has over the executive branch, the POTUS and their White House staff basically control the minor departments. In this modern system, going for loyalty over experience is usually the right choice (with regards to advancing your presidential agenda as much as possible in that area of policy) regardless of which side of the aisle you're on.

Maybe he wants to make the inner city great again? Trump did say multiple times that he wants to fix the inner city. Lets see if this helps.

According to the "Designated Survivor" show on the TV, this means Carson would be the president if the Capitol was blown up during the State of the Union.
