According to ESPN's bowl schedule page. This isn't their predictions page. They've got Army listed like they've already accepted. Haven't seen this anywhere else.

Hell no! I wanted HOD for the historic Cotton Bowl Stadium. ESPN even had an article about how WMU had to win and Navy had to lose for it to happen.

That is what everyone is saying but a change in plans would sum up my luck in Army football.

AFB's Twitter just announced Navy versus LT.

They probably meant to put Navy there. Could be possible Navy is getting moved? I'd say keep an eye out for the Military Bowl, TaxSlayer Bowl and Poinsettia Bowl for an opening.
