RE: Well that was dumbfounding
The most impressive thing was the Houston D absolutely bullying Louisville's offense

But if Western Michigan is in it, they may just want to bring in a relatively local team to guarantee a good gate and tourist draw. If Boise is in it, I think they'll want a sexier national draw than Houston, not that UH shouldn't be on people's radar.
No question, the Cotton will not want Houston. They do not want an all-G5 matchup, they are already saddled with the G5 rep.
But they don't get a say, the CFP will decide, and I bet Houston's stock with the CFP just soared.
Bottom line is that the teams that will be vying for that last Cotton slot are NOT going to have impressive resumes. Just look at schools like Utah and Colorado. Houston compares nicely with them.
It's not the Cotton Bowl's choice. However, I think the COtton Bowl might prefer a WMU-Houston matchup as compared to WMU-Colorado or WMU-Utah or WMU-WVU.
However, if USC or LSU or Nebraska are in contention, there will likely be some mighty politicking to get one of those blue bloods into the Cotton Bowl, even if the opponent is WMU.

Louisville would've won if they were going up against the Cobras.
