Things to Consider
While this football season has been a bust (I hope they win Saturday and can land a NOLA Bowl invite), there are a number of positives going on with the university at large. All of these efforts I think bode well in the medium term.

1. The elimination of out of state tuition. This will grow enrollment, book it.
2. The creation of three engineering programs that will launch next year. This will mean better students, more research dollars, and wealthier grads.
3. The emphasis on quality in terms of admissions. Yes this shrunk the student body, but in the long run will pay off.
4. The new academic and residence halls. The campus looks better.

I think USM will hurdle forward in the next five years. Here's to hoping football isn't an exception.

2. I haven't seen info on this. Do you have a link that talks about these engineering programs?

In regards to the out of state tuition waiver, I believe the only exemptions were from a certain area around New Orleans. Not sure the exact boundaries though.

In regards to the out of state tuition waiver, I believe the only exemptions were from a certain area around New Orleans. Not sure the exact boundaries though.

Out of state tuition has not been eliminated, but it will be reduced across the board beginning in the fall. We will still waive out of state tuition for certain areas and I am pretty certain that includes New Orleans, Mobile, Birmingham, Pensacola, and a few others.

...with the recent groundbreaking design of a new and safer football helmet that was designed here at SM and will be adopted by all NFL and Collegiate Football teams the money garnered by this is estimated in the Hundreds of Millions.....SM can now buy some quality off linemen, pay for a real coaching staff and join a P5 conference.

Yes, this is correct. South Alabama has been killing us recruiting students on the coast due to their OOS waiver for the 3 coastal counties. So we are countering by eliminating it for lower Alabama and into the Florida panhandle. We have exempted parts of Louisiana in the past and that will continue.

Also the emphasis on recruiting better prepared students continues. The goal is to recruit students ready to learn and earn a degree in 4 years and get out working.

Louisiana has been providing free tuition for in state high school graduates who meet just an average benchmark for a long time. This has hovered at around $5-6,000 per year per student depending upon which in state school they entroll. That program had its funding reduced by a whopping 60% this academic year thus their students will need to foot more than half of their bill now. This will definitely help USM as I know of kids who would have come but stayed in state due to the free ride. The present economic outlook for next years budget is even more gloomier and the free ride might see its demise.

The engineering programs are on the agenda for final approval at the December IHL board.

It's not civil or mechanical. Ole Miss and State would not allow that. I know one of them is Oceanic Engineering. I can't recall the others.

I'm not sure if they'll be much gained from not offering programs like civil, mechanical, and electrical. A broad offering of the program types where they are the most jobs is where the monetary benefit will come from. But any engineering program will be a step in the right direction.
