James Madison (VA) is easily the most ready. Their stadium is impressive, more so than quite a handful of current of FBS programs. They wanted the MAC or C-USA, but the desire wasn't reciprocated. They dismissed any overtures from the Sun Belt. But now that that door seems to have closed, I wonder if they regret.
Liberty (VA) is ready in terms of finances, on-field performance, etc., but they'll be hard-pressed as a very conservative school getting invited to the all-public Sun Belt, almost all-public C-USA, or all-public MAC.
Montana, Montana State, and North Dakota State could do it if they wanted, but they seem to like being FCS just fine.
Eastern Kentucky wanted to join the Sun Belt but was passed over in favor of Coastal Carolina.
Jacksonville State (AL) has long been interested in moving up but the problem is there is already one C-USA school in Alabama and two Sun Belt schools.
Missouri State supposedly has had some interest in the Sun Belt, but they're sooooo bad in football and not even that great in basketball.
Maybe there are some schools in Texas interested in moving up, otherwise, I don't know of any others.
