They can't. They can only poll it or use statistical estimates based on where ballots are returned. In other words, if my wife and I both returned ballots here in Newport News at City Hall, the stats would say one of us were black, given the city as a whole is 50/50. When we vote in our precinct, we are both white. In other words, racial stats can be garbage if a bunch of white people are voting in mixed cities and counties, such as Greensboro.

No, they don't have someone going through submitted ballots and tracking their race. They don't open them until election day.

There will not be lines on election day. Typical precincts have about 1,000 voters spread out over 12+ hours with 5+ able to go at a time.

And 50k over 5x 8-hour days does not equate to 2 hour lines either.

The form is used to determine if you are registered, which ballot you are given based on your precinct and to check off on the rolls that you have now voted. This is public information. People access and analysis it every day. Check out Dr. Bitzer from Catawba College at northstatepolitics.com and you can get lots of details like rural, suburban, and urban voting, race, party affiliation etc. I'm sure there is some political scientist in Virginia doing something very similar.

I've worked both as a partisan working outside and inside (party observer) polling places and as a election volunteer. I can promise you that there are often long lines on election day. People tend to go before work, at lunch, and after work so while there might not be a long line at 10 am or 2pm but when there is good turnout, like in a presidential election cycle, there are long lines early in the morning, around noon, and after 5pm. Often the polls stay open long after they are scheduled to close in order to allow those in line to vote.

They don't know the name on the returned ballot. They know the name on the form. They put the ballot in the voting machine to be tallied on election day if it is a mail in absentee and you put the ballot in the voting machine yourself if you are voting in person. They don't know who you voted for, just that you voted.

They took this information and wrote an unconstitutional elections law that addressed s6everal ways that blacks participated in the voting process to a greater degree than whites. Before they could put it into affect for the 2016 general election the court threw it out.
