Myself, I don't think he was defenseless. He was running and it is his responsibility to have situational awareness. But, IIRC the play was already past him. He was just kind of following the play. He was a fair target for a block; I just think the hit looked more like an assault than a block.
I remember a few seasons back, we had a player running toward the south endzone in the GB and somebody really laid the wood on a defender near the sideline. The difference is that the defender in that case was in a position to make a play and the block took him out of it. I can't recall whether the targeting rule was in the books then, or whether it would have been a violation, but at least the hit made sense. Powell's hit looked personal. Maybe it was, I don't know.
