Defensive strategy
Back in my day when we had the great TK at QB, UT allowed us to gain all the yards we wanted between the 20s. Then they clamped down and forced us to settle for at best field goals. Sort of a "bend, but don't break" philosophy. Could we implement some kind of defense to do the same against Baylor?

The only defense that works against Baylor is if we have RUPD enforcing restraining orders during the 2nd Quarter for egregious and repeated stalking and assault of our end zones. Even then...

I think we have something like that - "bend, then break".

Is your question whether the current players have the ability to execute such a strategy? Or whether the current coaching staff has the ability to implement such a strategy? Or both?

I'm not sure about the players, but the current coaching staff has not shown the ability to keep opponents like Baylor from scoring virtually at-will. Not trying to start a discussion of the coaching staff, it is just my observation based on past games against good offensive teams. The one exception was the CUSA championship against Marshall in 2013. Rice was able to stop a good offense that one time, but we had 3 future NFL starters on the defense.
