Welcome to the club. While TXST T&F is in there fighting for both indoor and outdoor titles every year, ours XC is horrible.
I have to ask why? How are the Indoor and Outdoor Track events for TxSt at the lengths of XC? I assume not that great and you are picking up points for shorter distances and the field side of things. But want to ask.
From what I've seen, once you get to the 800 I never count on TXST placing well so that would be a holdover from XC. I know a lot of schools have separate rosters, we have some cross over (3 men, 4 women) but we just don't seem to get the good ones. Maybe it is/was the coaching staff. I don't know, it's never been a strength from the records I've been able to check.
We do have one promising young man I watched this past season, but that was on the track, and we have one young lady coming in that was all everything in XC for her area. Hopefully it gets better.
I will say that our field events fell off this past season also so we're getting a great deal of our points from shorter events, hurdles, relays. Just check the scoring of this last years meets and you'll see that's when we got the vast majority of our points but it also allowed for no margin of error; which our women's teams had and it cost them.
I think that's what makes the UTA-TXST track rivalry kinda interesting. Texas State is much better than UTA in most field events. UTA is better in most distance events. That means it comes down to the sprints. We both are pretty solid there.

How much extra does fielding an indoor track team cost when you are already fielding a team with scholarships (all 12 of them) for cross country and outdoor?

It certainly helps to offer more sports. You can track the points per sport or even better the unity points per sport. GaSo does a better job at that. Historically your women's sports have not carried their weight overall either.
Did you just call our girls fat? They might not be good at sports but I think they carry their weight just fine.
I think not carrying their weight would imply they are on the skinny side.

Not really. Guarantee they are giving out the full amount of scholarships allowed for cross country/track & field (12.6). After that, it's cost and that still goes back to miniscule amounts compared to the total budget. It's very rare for a school to have two of those three. It's almost always all or nothing.
Most people meet Title IX by prong 3, showing an improvement towards equality. Dropping indoor doesn't really do that.
