Tulane has had some good years in the past. They were once in the SEC, but dropped out. So it depends on how far they go back. However, the Tigers has had some good years in the past also and are trending up. This list is somebody's opinion and everyone has one same as body parts.

Yeah, some of those teams, Holy Cross and William and Mary are in the FCS.

It's actually not opinion at all if you read the first two paragraphs. It's the cumulative results of the AP voters polls for all time. It's basically as black and white fact as you can get.

The Associated Press has been ranking the best teams in college football since 1936. Over 80 years and 1,103 polls, a total of 165 schools have been ranked and 44 of them have been ranked No. 1 (Minnesota was the first).

To determine the all-time Top 25, the AP formula counted poll appearances (one point) to mark consistency, No. 1 rankings (two points) to acknowledge elite programs and gave a bonus for AP championships (10 points).

The AP list was created to fill space and spur discussion before the season starts...it's actually quite meaningless. That said, I'd be interested in hearing what other formulas anyone might have that they think would be more accurate.
